Uncertainty is certainly not new
“The only certainty is that nothing is certain” wrote Pliny the Elder in first century Rome. And we have heard countless times what Benjamin Franklin wrote in a letter in 1789: “In this world nothing can be certain, except death and taxes.” Lack of being certain also deeply troubles people in this present day: Political confrontation, civil strife, disasters, illness, shattered relationships, financial desperation and loneliness plague people in our communities, our nation, and the world. And of course, not only increasing taxation, but the search to find new items to tax. President Johnson was the only president that found a new item to tax: he placed a tax on top of our taxes: he called it euphemistically a surtax. No one seemed to recognize it as a tax on taxes.
